MinIO/OPA: Allow my jobs to read from mesa-tracie-private
So I can test my modifications without having to assign to Marge (which was bothering people).

Haven't tested this, but seemed quite straightforward.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
