add the file to specify the license

Sergi Blanch Torné requested to merge sergi/ci-collate:license into main

The license of this project was set in the header of the python files as MIT, but there wasn't a file in the root directory specifying the general license applied if no other is mentioned. This means the files without a header are licensed as MIT as well as the ones currently with a header specifying it.
