Add a missing bind mount for TFTP to resolve NFS files

Charlie Turner requested to merge chturne/radv-infra:cturner/missing-nfs-root into master

The PXE loader resolves kernels via the TFTP root, and it's nice to be able to peek into the NFS area through this path.

This was mistakenly removed in a previous commit.
