ci/valve-infra-base-container.sh: install external ansible requirements

clayton craft requested to merge craftyguy/valve-infra:base-ansible-install into master

The bulk of it (community.general) was being installed here anyways, and this makes it all available to anything (CI) that uses the base image for running ansible.

We are no longer trying to optimize (i.e. make smaller) the base image size, so I dropped the big ol' comment above this line too.
