Draft: ansible/gitlab-runner: run as a non-root user

clayton craft requested to merge craftyguy/valve-infra:gitlab-runner-no-root into main

Arch packaging already has a gitlab-runner user (for running scripts), so this uses that existing user to just run the entire runner process.
