Second attempt to fix the actions with UnexpectedImprovement(Skip)

In !119 (merged) a bugfix on the flow for tests reported as UnexpectedImprovement(Skip) was incomplete.

As it has to behave like a passing test (remove from fails and no addition to any other) it can be managed in that block instead in the next block where the flow is different.

This reverts commit 10b80ae2.
