Link between existing issues and merge requests
A refactor on how that issue and merge request generation has been necessary to homogenize how they both are managed. These changes allow more straightforward access to link them together.
When there is a new uprev candidate, creating a merge request includes reporting, if it exists, in a previous issue and closing it because the problem can be considered solved. In the other direction, when an issue has to be created (or a note added because a problem persists), this information is also posted in a previous merge request to report the situation.
