Improve UX of the queues

The queues previews are now on the top of the page and all the columns align.

Instead of replacing a table, when the queue is empty, we just insert a row spanning all the columns saying that there is nothing in this particular queue.

Each queue header has a (?) that links to an anchor down the page that explains how our queues work.
