Mention users in issue messages

Create a mention module to standardize mentioning users among the sub-modules.

Eventually, we probably need a more complex approach for mentioning people depending on some rules, such as !45 (closed) .

The only discrimination made here is if the GITLAB_PROJECT_PATH is pointing to mesa/mesa or not.
