egl: sync with Khronos

Simon Ser requested to merge emersion/libglvnd:update-egl into master

Updated the EGL headers and XML file to the Khronos repository, from commit dc0b58dca533c5882c38bc623d133190fff883a4.

The motivation for this is to get EGL_EXT_device_query_name, EGL_EXT_device_persistent_id and EGL_EXT_device_drm_render_node.
