extra_build_tools should be initialized to an array

Nirbheek Chauhan requested to merge nirbheek/cerbero:extra-build-tools-initialization into master

In order to be used correctly by BUILD_TOOLS in build_tools.py The variable should be initialized as an array and not as a dict.
