soundtouch: Update to 2.3.2 and port to Meson

Hi all,

This MR is to update and mesonify soundtouch.

(I'm keeping it under Git for ease of testing with the GStreamer CI. This is what the patch would look like: amyspark/soundtouch@d6020dc2, please let me know if I should go to wrapdb before backporting it here.)
