Added 2022Server to the Windows platform distro map as Windows11

This change adds 2022Server to the platform/distro mapping for the Windows platform and allows Windows Server 2022 to be used as a build environment for using Cerbero to build and package GStreamer. We have, at Laerdal, been extensively using Server 2022 as our build runner for creating our own GStreamer packages built on the same VS2022/MSVC toolchain and C runtime that our systems that leverage GStreamer are built on for C runtime ABI compatibility.

Adding 2022Server and mapping to Windows 11 works well and will allow others in the community to build Cerbero on newer Windows build server GitHub and self-hosted environments.
