WiX: update packaging and recipe to v5

amyspark requested to merge amyspark/cerbero:wix-update-to-v5 into main

Hi all,

This PR is meant to gather comments towards a potential upgrade of the WiX packaging to v5.

There have been lots of changes towards simplification of the XML and includes, as WiX now provides the UI logic and Visual Studio detection in its stdlib.

This recipe version may not work with Wine, but it serves as a diff in order to migrate to a split packaging logic (if desired).
