ci: Store a separate deps cache for gst-plugins-rs

Nirbheek Chauhan requested to merge nirbheek/cerbero:rs-cache into main

This should speed up the cerbero CI triggered by gst-plugins-rs considerably, since we will only need to build gst-plugins-rs and not every other gstreamer recipe in cerbero.

Necessitates a change in the file structure for the artifacts server.
