Add Python bindings + introspection support on Windows+macOS

Hi all,

This MR is intended to bring back the Python bindings and extend the gobject-introspection support to Windows and macOS.

It is intended to supersede !113, as it needs to take into account the filesprovider refactor and WiX support changes. Still, let me know if I can take over that MR and push the branch there.
