Use a tarball for tremor

Matthew Waters requested to merge ystreet/cerbero:no-svn into master

The only remaining recipe using svn is tremor which is updated extremely rarely (6 commits in 7 years according to https://git.xiph.org/?p=tremor.git). Provide a tarball snapshot instead and build from that.

This also has the bonus of not requiring maintainance of the --offline mode of various commands for svn usage.
