meson.recipe: Move meson.exe from Scripts to bin

Nirbheek Chauhan requested to merge nirbheek/cerbero:fix-meson-in-path into master

Scripts/ is not in PATH inside the cerbero shell, and it's also an unexpected place for it, so just move it to bin/ after install.
