WIP: Android builds

Nicolas Dufresne requested to merge ndufresne/cerbero:android-builds into master

This is to enable deps builds for Android universal, considering full builds takes 2h (or more), this will be really important.

In this WIP I point to the gst-ci MR adding the jobs for this, the goal is to have everything tested so this goes in with no delay, avoiding having timeout all over.
