Fix cerbero deps log check in manifest build

Nicolas Dufresne requested to merge ndufresne/gst-ci:cerbero-manifest into master

This fixes the mechanism in place to only pick cerbero revision that has ready built dependency in cache. This is to avoid slow down when cerbero changes just got merged but the deps aren't ready.
