docker: cerbero: Add MingW cross toolchains

Nicolas Dufresne requested to merge ndufresne/gst-ci:cerbero-add-mingw-docker into master

This runs the cross-win32 and cross-win64 bootstrap. This is the first step to enable cross-mingw builds in cerbero. This was tested with the jobs here:
