validate: Crank the clock ourself when synced on the clock

Thibault Saunier requested to merge thiblahute/gst-devtools:crank_it_up2 into master

And let the user disable that through a config file

This aims at making test more reproducible by ensuring that we end up calling actions exactly when actions playback-position has been reach and not at a random running time after that.
