docs: Update for d3d11, mediafoundation, wasapi and nvcodec plugins

cache file is not meant to be updated here.

This MR is to update doc of some Windows only plugin (+ nvcodec) (directshow/directsound will not be covered by this MR)

Major changes are:

  • Make use of GST_PARAM_CONDITIONALLY_AVAILABLE for hardware elements
  • Use gst_type_mark_as_plugin_api() for plugin internal GType

Note: there's nothing to update for wasapi2 plugin regarding GST_PARAM_CONDITIONALLY_AVAILABLE and gst_type_mark_as_plugin_api()
