msdkh265enc: Add profile main10 still picture for hevc
In MediaSDK, HEVC Profile Main 10 Still Picture is enabled by the combination of MFX_PROFILE_HEVC_MAIN10 and setting GeneralConstraintFlags as MFX_HEVC_CONSTR_REXT_ONE_PICTURE_ONLY.
