msdkenc: increase the maximum time to poll the surface pool for a available surface

fuweitax requested to merge fuweitax/gst-plugins-bad:msdkenc into master

For some 4K bitstreams, it may take more time to encode, so more time is needed to poll if the surface is released. In sample_encode, the maximum polling time is 20s.
