closedcaption: Add ccconverter element that can convert between different types of Closed Caption formats

This depends on !87 (merged) and its dependencies, so it would be good to get those reviewed and merged soonish.

Only the top commit of the branch here is actually new.

I'm going to write a unit test for the new element later today/tomorrow.
