Fix zlib detection when there is no pkg-config file

Xavier Claessens requested to merge xclaesse/gst-plugins-good:libz-fallback into master

See similar patch in glib: https://gitlab.gnome.org/GNOME/glib/merge_requests/482. When fixed in both glib and -good, it won't build libz as subproject any more for Android.
