ts: move jitterbuffer to its own directory module

François Laignel requested to merge fengalin/gst-plugins-rs:jitterbuffer-module into master

Part of #74.

  • I kept the unused C stubs as they may be needed later.
  • Clippy warned about jitterbuffer module and its contained module using the same name. I silenced the warning since I was unsure what variation could be used.
