ts-jitterbuffer: add dedicated functions for state transitions + tests

François Laignel requested to merge fengalin/gst-plugins-rs:jitterbuffer_state_transitions into master

Tests are based on the pipeline in #93 (closed). One of the tests uses the pipeline from the issue, the other also includes a ts-queue so as to check the behavior with a PadContext.
