CI: use `rustfmt` from `stable`

François Laignel requested to merge fengalin/gst-plugins-rs:ci_fix_fmt into master

"rustfmt-preview is not available for download" today.

I suggest using rustfmt from the stable branch of the compiler for this project since this is what most developers will use too and since this project doesn't define any IgnoreList yet.
