Backport uri queries support

Raphael Dürscheid requested to merge raffael_santi/gst-rtsp-server:backport_uri_support into 1.16

"Backporting" the uri support from rtspclientsink to 1.16

I'm not sure what is missing for a proper/valid backport, but here we go.
