Add gst-rtsp-server dependency to README

I had to install this dependency locally on Linux and OSX. I haven't tried on Windows though, so the package name might not be correct (I got it from here).
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
