Add frame resolution range in caps negotiation

Víctor Manuel Jáquez Leal requested to merge vjaquez/gstreamer-vaapi:resolution-range into master

These patches were written in context of !122 (merged) nonetheless it purpose derive from memory type handling to frame resolution caps.

This fixes #12 (closed), but also in decoders and postproc.

The importance of this, for example, in AMD KAVERI driver, it just decode up to 2K, thus 4K media will fail without trying software fallback.
