libs: utils: WA: use explicit for sRGB colorimetry

U. Artie Eoff requested to merge ullysses.a.eoff/gstreamer-vaapi:vpp-srgb-explicit into master

Addresses #228 (closed) on iHD side. It seems iHD can't handle VAProcColorStandardSRGB in all situations for vpp. But it has no problem when we specify the sRGB parameters via VAProcColorStandardExplicit parameters.
