Draft: Add iio-buffer-proximity driver

Add driver for buffered iio proximity sensors. Some virtual HID sensors do not report data on synchronous queries on the sysfs attributes. Using the buffered iio interface lets iio-sensor-proxy obtain correct values from those devices.

This driver uses the changed near level comparison according to !364.
