WIP: port to mesonbuild

Just a bit of work I've been doing. Not quite done, need to figure out some of the other stuff in it, opening to get opinions and suggestions. There's an issue on doing the base.xml.in->base.xml conversion with gettext and friends, and I'm wondering if its needed at all since even the autotools build spits out pretty much the exact same output as the input.
