Some cleanup while I was trying to start working on the keyboard tests

use global setUp, tearDown for the tests
bunch of flake8 complains (we still have bare 'except' complains)
fix a bug where we hid some reports if the rdesc was not found
make test_mouse and test_multitouch more similar
