Bring back support for keymaps

Peter Hutterer requested to merge whot/libei:wip/keymaps-return into master

Server-side only because that's likely the only thing we can realistically support.

If the client isn't happy with the server-side keymap it will have to do translation and the exact details for this will be left to the client.
