meson: use the newer library based pkg-config generation

Dylan Baker requested to merge dbaker/drm:submit/pkg-config-generation-updates into main

This is a little drier, and will automatically select the correct dependencies. This does require a minor bump in the Meson version, but 0.46 is still quite old, and older than what Mesa requires.
