nv_alpha_to_coverage_dither_control: rewrite the test to fix it

Marek Olšák requested to merge mareko/piglit:nv-atc-dither-rewrite into main

It didn't work at all. There were lots of bugs, nonsense, and duplication, and the texture completeness test was failing.

This is much simpler.
