Add vkGetSwapchainTimeDomainPropertiesEXT support

Angeliki Agathi Tsintzira requested to merge angeliki.tsintzira/vulkan-wsi-layer:swapchain_time_domain_properties into main

This function allows to query the supported time domains for a swapchain. Time domains are used to synchronize the presentation of images.

The supported backends by this patch are wayland and headless.
