mm-broadband-modem-mbim: treat "status error = `NotInitialized'" the same way as "ReadyState = 'sim-not-initialized'"

On some modems, the SIM state is routed to the status error variable. This scenario needs to be accounted for along with the changes in PR 1014 to fix #672 (closed).
