mm-dispatcher: ModemLogger: add modem logger dispatcher

Hello: Google developed a framework to capture modem logs, which required fibocom to implement a dispatcher to pass the modem path, vid, pid, port information to all files in the dispatcher script directory. I implemented a modem logger scheduler with reference to the connected source code and successfully verified it locally. Please help to review the code, thank you very much
