Draft: cinterion: add MV32 and MV31

This MR is adding the MV31 and MV32 from Telit.

  • Add MV31 to the rules file
  • Add MV32 to the rules file
  • Add special revision handling for MV31 and MV32 via AT, since the information is not correct for the 'mbim' interface
  • Add 'qdu' firmware update export for the MV32
