Draft: quectel: add ECM netdev support

Add ECM-mode support for at least the EG915Q (Qualcomm-based) and EG915N (ASR-based) and very likely others. This support is used by default where the modem reports it supports the "usbnet" AT+QCFG option for ECM or RNDIS.
