port-qmi: fallback to raw-ip if WDA Get Data Format requests arguments

New devices seem to return a "Missing Argument" error in WDA Get Data Format, but we don't know of any mandatory or even optional TLV that we could add to that message, so just assume that we can fallback to raw-ip right away when we detect this, as all new devices end up being raw-ip only anyway.
