Quectel GPS support with AT+QGPS

This merge request implements GPS management with AT commands in Quectel modules. This MR supersedes !300 (closed) and !305 (closed)

@ArenM I took your original commit and started adding fixes and changes on top of that.

@bpeterlytx I only saw your pending MR after I had already started to work on the one from @ArenM. I believe this MR misses some of the AT commands you included during the GPS enabling phase. Could you anyway validate and test this MR? If there are additional commands required, please let us know.

Highly untested on my side, I'll also test it during the next days.
