foxconn: add carrier mapping for T99W175

Modify the file mm-foxconn-carrier-mapping.conf to mm-foxconn-t77w968-carrier-mapping.conf, and then add Deutsche Telekom in the t77w968 mapping table. Add T99W175 mapping table, and create different modems to use different mapping tables in mm_broadband_modem_mbim_foxconn_new according to vid judgment. In the T99W175 mapping table, Sprint’s MCC MNC is classified as T-Mobile.
