WIP: Make libqcdm standalone

Although libqcdm is part of the autotools build system and is present in the source code, it has been moved as a standalone library that can be used in meson through the subproject feature. This depends on the port to meson of ModemManager

This is just a proof of concept. meson has more information regarding wrap system.
