qmi: implement GetCellInfo for LTE, NR

Implement GetCellInfo for QMI modems for LTE and 5G (SA) connections using QMI's cell location info API.

I can't test the other RATs with my hardware/provider, but I could still try implementing them though if you want. Please let me know if you have found issues or any improvements for the code, thanks.
